OWOA General Information
The purpose of this web site is to assist those who love high school wrestling by providing a central location to access important information. All content is believed to be accurate and reliable at the time of publication. The OWOA will not be held liable in the event of error or omission. ARTICLE 1: Name
The name of the organization shall be the Ohio Wrestling Officials Association.
ARTICLE II: Purpose
The purpose of this Association shall be:
To assist all wrestling officials in the State of Ohio in the development and a thorough understanding of the rules and mechanics of good officiating.
To upgrade the officiating in the State of Ohio by standardizing consistency of calls in all areas of the state.
To promote and secure cooperation and understanding among the scholastic and collegiate coaches, athletes, school officials, and the press.
To foster the highest standards of ethics, and to further the interests of all good educational philosophy, aims objectives through a proper spirit of sportsmanship and a spirit of fair play through the medium of wrestling.
To cooperate and assist the Ohio High School Athletic Association and local wrestling officials associations in whatever area they should ask the Association to aid.
To recognize members for outstanding careers and achievements through election into the Ohio Wrestling Officials Hall of Fame.
ARTICLE III 3: Membership
Membership will be open to all members of the seventeen local wrestling officials associations, providing the local association joins the State Association and pays the membership dues.
The association shall be governed by the Board of Governors made up of a representative of each of the seventeen local associations. The local associations are:

Eastern District Wrestling Officials
Greater Cincinnati Wrestling Officials
Greater Cleveland Wrestling Officials
Greater Toledo Wrestling Officials
Lima-Findlay Wrestling Officials
Mad River Wrestling Officials
North Central Ohio Wrestling Officials
Northeast Ohio Wrestling Officials
Northwest Fifth District Wrestling Officials
Ohio Valley Wrestling Officials
Ohio-West Virginia Wrestling Officials
South Shore Wrestling Officials
Southeastern Ohio Wrestling Officials
Southwestern Ohio Wrestling Officials
Wayne County Wrestling Officials
Western Reserve Wrestling Officials
The Board of Governors shall set dues, elect officers, set policies, and elect members to the Ohio Wrestling Officials Hall of Fame.
ARTICLE IV: Dues
Dues shall be paid by each local association to the state treasurer by December 1A of each year.
ARTICLE V: Officers
The officers of this Association, who also make up the Executive Committee, will be the President, Vice President, Secretary, and Treasurer. No officer may hold more than one office at any time. Any member shall be eligible to be elected as an officer. In addition, there shall be a Communications Director and a Web Master appointed by the President.
Terms of office shall be two years, elected at the fall meeting.
The President shall preside at all meetings of the Executive Committee and the Board of Governors. It is his duty to appoint all committees and be an ex-officio member of same. The President shall perform all the duties as such as would pertain to his office.
The Vice President shall assume duties of the President in the case of absence or resignation. He shall assist the President in whatever manner necessary.
The Secretary shall be responsible for the minutes of all meetings and correspond with the members of the Board of Governors and local associations if necessary.
The Treasurer shall be responsible for all funds of the Association and disburse the same as authorized by the President. He shall make deposits and withdrawals of the funds with a bank in the name of the Association.
The Communications Director shall be responsible to coordinate with the State Rules Interpreters the official rulings and communicate with the Web Master for inclusion on the Official Web Site. He shall be accountable to the President.
The Web Master shall be responsible for overseeing the Web Site to include information as provided by the Communications Director. He shall be accountable to the President.
ARTICLE VI: Meetings
The Board of Governors shall meet at the State Clinic in the fall and at the State Tournament in the spring. Additional meetings may be called by the President, given two weeks written notice.
The order of business shall be as follows unless changed by a majority vote of those present for that meeting only.

Roberts Rules of Order, Revised, shall be the authority on all questions or procedures not stated in this Constitution.
The President shall call a meeting of the Executive Committee as he deems necessary. Minutes of the Executive Committee shall be forwarded to the Board of Governors.
ARTICLE VII: Clinic
The purpose of the Clinic is to instruct officials on the interpretations of the rules and mechanics of this Association as they are administered.
The Clinic shall be the responsibility of the President or his designate.
The Clinic shall be held in conjunction with a State Rules Interpretation Meeting in the fall, prior to the opening of the season.
ARTICLE VIII: Hall of Fame
The Board of Governors shall induct members at its fall meeting with the ceremonies at the state wrestling tournament.
The President shall appoint a committee to review credentials. This committee shall include a representative from:
Central District
Northwest District
East/Southeast District
Southwest District
Northeast District
The committee will forward its recommendations to the Board of Governors for induction.
Inductees shall be recognized for life achievements, and contributions to wrestling officiating in the State of Ohio. Inductees can be officials or contributors.
ARTICLE IX: Amendments
Amendments, supplements, and suspensions or repeal to this Constitution in part or in whole shall be submitted to the Board of Governors, in writing and voted on at the next meeting, after submission. A 2/3 majority vote of the Board of Governors shall be required for passage.
ARTICLE X: Quorum
A quorum for all duly announced meetings of the Association shall be ½ of the voting membership.
A quorum for all committee meetings shall consist of a majority of the members of the committee.
ARTICLE XI: Authority
No member of the Association may act in behalf of the Association unless he is specifically designated to do so. All officers shall confer with the President and/or the Executive Committee before taking any decisive actions in their duties.
The Rules of the Ohio High School Athletic Association shall be part of this Constitution.
